Perhaps MPG is not the way to measure consumption in winter, look at it as about gall / hour in heavy traffic, your 4 miles the other night you used just under 3 gallons. doesn't help the average MPG my PC is slightly to the right of Genghis

I'm getting around 30-32 currently, it does involve some 20 mile or so runs on motorway and fast A roads which will help, with my previous car I was up and down the country and regularly got 38+ with all the longer runs.

Mine dropped to 22 this week, but that's because I've just been doing runs about town on a cold engine. Took it out for a ten mile run today and the mpg started to climb straight away - it's back up to 25 already. MPG on a cold engine is terrible. Ex AA Series III LWB Safari - Gone

Mine has been sitting around the 23/24mpg mark. But I have had a faulty Turbo which for sure will not be helping, also winter tyres will lose you about 2-3 mpg.
