I remember sometime ago I think it was Calderdale council, who made residents remove graffiti from walls and fences. If the home owner didn't they would receive a fine. How many pieces of council property do you see with graffiti on them? Sounds similar in this case. To me the council should be concentrating on more important matters. There is something to be said for getting local residents involved in (eg) cleaning graffiti, picking up litter etc... it avoids that syndrome of "it's not my fault / problem, it's someone else's" and encourages greater respect for the shared environment. If people attended to graffiti & litter themselves, they'd feel greater responsibility towards ensuring the place stayed in better shape, more than if they just "outsourced" the activity to the council then bleated about it not being done quickly enough. ...
