It is "Building Control" at the local council who inspect and pass it. The builder will have to get an inspection done at defined stages and shouldn't proceed until it has been passed. At the end there should be a completion certificate.

on a modern tiled roof ( post 70's ) the ridge and hip tiles are normally the same tile.

Most ridge tiles are clipped on these days, long gone are the mortar bedded tiles, it would seem your builder was called Jerry |

Thanks for the idea's, me thinks a trip down the council to see how it was signed off sounds very good idea indeed.
