Expense depends if you are doing the work yourself.
Pulley and new belt shouldn't be too expensive.
Also check the PS fluid reservoir, the in-built filter is about as good as a chocolate teapot, blocks at the least provocation, and then knackers the pump!
Ther are posts on here that describe how to check the correct flow, bubbles not good, might be possible to forceably remove the filter as a temporary measure. new reservior on ebay for £26.
Power steering pump is around £400, similar price for the steering rack.
The cougar reader is a OBDII reader, good for basic engine codes, but will not read the error codes generated by the other systems, such as the airbags, ABS, transmission, body controller, etc.
You need to find someone with a more powerful reader, such as a LR specialist, LR dealer, or an enthusiast who has forked out £300+ for a reader such as the Hawkeye Tangiers Orange - gone, missing her
