surface rust around wheel-arch ; treatment ?

Hi - my 5 yr old FL2 has surface rust in the paint around the lower wheel-arch, where the panels are welded together. It can be seen by simply looking at the lower door area. Does anyone know what steps to take & which materials are required to treat this at home ? For example :

1) is there a solvent to remove the rust which still remains after delicate wire brushing ?
2) is there a solution to paint on to help prevent new rust forming (before the priming is applied) ?
3) which primer to use ?
4) which filler to use ?

yes - it's way too early on a FL2 which has always been hand washed & waxed, and garaged.

It's a design / manufacturing fault because the rust is appearing around the weld joints. But of course LR have a get out clause because their Warranty only covers for rust in relation to perforations, ie not surface rust.
