I am fairly certain this is all about 'sessions'. If you are closing the browser on your phones, when you come back to the site, you are in a new session. On your PC, are you closing your browser between views? I imagine you aren't.

I would suggest trying Google Chrome or Safari....neither of those browsers I have any problem with when viewing new posts....they don't disappear until I have actively read them. I can't speak for IE, as I haven't gone anywhere near Windows for 4 years now. Try it and see.... Foraging near Gaydon....

On the PC you can come backwards and forwards several times (even when closing the browser). Even on different browsers or PCs. (Coming) 2016 RR Evoque td4 180 HSE Dynamc

Not sure if admin sure my post about tapatalk but while your talking mobiles would this be some thing that could be looked at ? Its free for admins and would make life so much better on a mobile....
