I"m not being funny (as I know little about the context) but this is, for most members, just a forum about a particular model of car from a manufacturer. We ask stupid questions and people more wise give well informed answers.

Partly true...
By default yes, there is no quick and easy way to see them, but the phpBB software stores the messages into its database in plain text. (see phpbb_privmsgs_text table)
So a person who has access and knows how to access the bulletin's MySQL database/tables and their relationships can easily read/edit/delete the messages...

OK, let me rephrase slightly.

Mods CANNOT read/edit/delete PMs.
I could do so, using the technical methods to access the raw database as Alex suggests, but I DO NOT.

So any PM modification or deletion is by the sending user only, and PMs are NOT read by any third party, unless the sender chooses to send a copy to anyone else.

That is assuming admin has access to the raw php data, my guess is that they do not have the inclination to read raw text files.

Thanks for the clarification and I can see that you are confirming that it has not been your practise to get around any access rights, nor would you intend to do so, and Private Messages remain Private.

I appreciate you are trying to resolve any doubts that could be formed from an incomplete picture.

Now, what is PHP, and which service does it get sorted under?  Never tell me the odds.
