Legalise all drugs for social use - at a stroke the "war on drugs" by the police is won. We have efficient distribution networks for aqlcohol and tobacco, it wouldn't be too difficult to include the rest.

Reroute police resources released from drug supply work into making sure that any anti-social or criminal behaviour as a result of drug use is well policed and quickly prosecuted.

Refuse any drug-related NHS applicants unless they make at least a substantial payment to their care - and NOT just their taxes on the drugs, all users will pay that anyway if they're addicted enough.
