The "prog" button does direct the air to the front screen and turn the rear screens on but it is not noticeably any warmer air??

There was a fuse removed when I had mine done onto old fl2 might be worth checking the fuse is in place and intact, not sure which fuse it is but it will be on here somewhere

The PTC heater will not "heat" your car up just takes the chill off of the air untill the engine takes over, well on my last two anyway. If you put your hand over the screen vent you should feel the air is not cold but not hot.

phone your dealer with chassis number and ask if the recall has been done to your vehicle they can tell you off the computer system at landrover you could also ask at the same time if there was any warranty work done rainy-city
