I've just got another Freelander 2007 neither right hand doors are locking.

Indicators flash passenger doors lock but you can open either right door and set off the alarm.

What do I need to look at?

Also only one key fob. What is the best option for another one?

I've programed spare keys with the Autel on the Disco 3 so assume I can also do it for the Freelander.

Think I would be taking the door card's off and checking the lock mechanism and move forward from there. Now at the point when I learn something new something old is lost out the other side !
Now retired so it doesn't matter anymore.
Freelander now gone.

Since it's the two doors I would replace the door module in the drivers door. If not then it will need the two actuators replacing there are a few you tube movies on how to do it.

The fob if you don't mind waiting, I bought these they have removable batteries and hold their firmware on battery replacement. You need the 433mhz one. They need to be programmed and the key cut. If you have a spare pre cut key it will fit in these fobs
