Steering Column Module

We've recently had a new steering column module fitted by a local landrover specialist garage. On occasion the warning about the steering column being locked is still coming up. The car's been into the garage that fixed it today and they're saying they've reprogrammed it and now they've done all they can do and if it continues to happen we'll have to take it to a Landrover dealership cos it could be a faulty module. But, is it not down to the garage that fitted the module to sort that? Are we right in thinking it's their responsibility?

I fitted an emulator to bypass the lock every now and again i get the message taking the fob out and putting back in sorts it out they are weird.
