I have one. No they're not vin locked. They can read and clear codes, making fault finding easier.
They do need periodically updating, which is free via their website. You'll know when it needs updating as you suddenly won't be able to use it and the display will read "Link Lead Error".
Scared the s41t out of me the first time this happened, thinking I now had a n expensive useless item.

I have done a little research and want something a little more powerful than this it doesn't do much my code reader I have now doesn't do
