FL2 Steering Lock Coding?

Does anyone know what software is required to recode a new steering lock?
Customer has an emulator fitted but doesn’t like the idea of no steering lock.

I have IId but it’s linked to my own car.
Anyone done it with any universal tool?
What’s the required procedure called?
