Depends. If the catalytic metals just got burned off of the substrate structure, the flow should not be impeded.

But if the there was enough heat (from excess unburned fuel) to melt the substrate structure, which is pretty common, it would tend to fall apart and clog up reducing flow. Cheap work-around might be to remove the loose stuff and cut or drill out at least part of the substrate structure. Might need to cut the cat in half to get to the substrate and then weld it back together.
