No Martyn, MY13 models with halogens, only have one bulb each side with shutters to control the dip/full beam.

It's not cost cutting but rather a different technology. The theory behind reflector and projector style headlamps calls for different style of hardware on a dip beam to ensure oncoming traffic are not blinded, hence the flap.
The HID projector headlights are amazing, no Auxillary lighting is necessary. MY15
