Towbar Bolt Torque Settings and spacers

Just ordered a MaxxRaxx 4 Bike Rack with extension mount to use lugging the families bikes around.

Its the version which bolts on to the towbar, mine has a spacer on it, to bring the ball further away from the bumper, will the maxxraxx plate need fitting at the car side or the towball side of the spacer?

I believe my car also have X amount of bolt sticking through the nut, is there a minimum amount of bolt needing to protrude and what torque setting should I use when bolting it all back together Former Mod/Member, with the most post & Chicken George Arch nemesis

Torque bolts to 214Nm. Just make sure the threads protrude through the back of the nuts. Re the spacer, you decide - will the bikes touch the car if bracket is in front of the spacer? Or, will the 'van hitch impact the bracket if fitted behind the spacer? On mine, I don't need a spacer with the 'van fitted.
