I vote for standard bulbs. The so-called upgrade bulbs (that are still legal) simply do not emit more light. They use a thinner filament which burns at a higher colour temperature, which makes people think they're brighter, but they're not, and meanwhile bulb life is reduced.
There is only one halogen upgrade I would suggest (not applicable to the fogs), and that is the fitment of an HIR1 bulb in place of an HB3. Info on how here: http://store.candlepower.com/mohirbuba.html The HIR bulb produces more light, and legally, by using an infra red filter to reflect light back into the filament, heating it up and increasing efficacy.
