Most belts nowdays are tensioned by an automatic spring-loaded tensioner. Either the spring has weakened or its time for a fresh belt. Past: FL2 TD4 HSE Auto

I had that on an ancient Astra each time it went through a decent size puddle, the belt wears and stretches to the point tightening makes no difference and it needs renewing, the belt, and probably the car too by now. |
