Turbo Solinoid replacement

I have Error code P 0047 on my 2012 SD4 HSE Auto 26,000 miles. Been told it shows Turbo Actuator Solinoid Fault.
Is it possible to replace this Solinoid in Situ without renewing the turbo. My dealer tells me the whole not needs renewing??
