Registration Plate - Extending the assignment period

In the past I would go online and simply pay £25 to extend one of my many registrations online and it would renew it for 1 year. Since DVLA made the changes and scrapped this fee the new certificate will now be valid for 10 years. However when I went online I got this message below.

If you do not assign the registration to a vehicle does it automatically extend it for 10 years ?
