I would say that England were victims having spent £20,000,000 to try and get the World Cup only to be beaten by a corrupt bid.

The situation is a right mess. Should the FBI offer more whistleblowers protection, it's possible that the whole position of FIFA could become untenable. We don't know the facts yet.
I'm just glad that it's beginning to happen and that those responsible for any wrongdoing get what they deserve
