P02E5 OBD Trouble Code

Type Powertrain - Fuel and Air Metering

Description
Diesel Intake Air Flow Control Stuck Closed.

Can anyone tell me what this fault means, where the part is on the engine. Also can it be repaired or does it need replacing.?
