If you can narrow down the ownership of the vehicle to the most likely candidate, then you have a good chance in the small claims court, provided the repairs are less than £5,000. You don't need the registration number, as long you can establish that "on the balance of probability" that it was the NHS, or whoever, then you will probably get paid.

We had an mini bus from an NHS nursing home knock off and damage a wing mirror on the works van. Luckily our rep was sat in the van at the time. The driver of the NHS vehicle had to pay the 230 quid for the wing mirror as their policy was that the driver had to pay the first 500 quid excess. You'd think the Police would be interested, wouldn't you? Unfortunately, as it turns out, the Police "don't have the resources to follow it up" unless I'm able to provide them with the full registration number. I wonder, do they still do detective work, or was that just a Sherlock Holmes thing? There's something slightly pythonesque about this....

That's why I said "as long as you can establish". Remember that the standard of proof required in the civil courts is far less than in criminal courts. You never know your luck, your insurance company might get a claim come in from the other driver claiming against you for damaging his van then clearing off, then at least you'll know who it was. |

Sec 170 road traffic act 1988. Basically says a damage only accident where driver fails to stop has to be reported to police. After you inform police by phone they should send you to local station to self report. Different forces have different polices but you seem to have found one that does not use the road traffic act or have any police officers.
