I guess it's people feeding them that made them so fresh as I have seen that poeple enjoy feeding them without thinking that doing this will teach them that there is a much easier way to get food than tryng to catch the food themselves. Unfortunately this also lead to seagulls actually atacking small children for the food they are holding (read something about this some time ago).
